December 15, 2001 is an important date for any local government that receives Local Road Improvement funding. The Wisconsin Department of Transportation (WisDOT) has been required by the State Legislature to collect condition evaluations for pavement surfaces within each Town, Village, City, and County’s jurisdiction.
WisDOT has chosen the PASER model for its pavement ratings. This model utilizes a sliding scale ranging from 1 to 10 for asphalt and concrete surfaces, with 10 being “excellent” and 1 being “failed.”
The PASER system can help your municipality comply with WISLRs requirements. PASER starts with a visual inspection of each road segment. Information such as road type and dimension is then recorded, along with the appropriate maintenance and rehabilitation measures that are needed. Each surface is evaluated and then given a numerical value reflecting the condition of the pavement or surface.
